1 The Sponsors
Textile Accessories is co-sponsored by the China Textile Information Center,China Textile Machinery Association and Shaanxi Research Institute of Textile Accessories,Which is published by the National Sci-tech Information Center of Textile Accessories plus the Journal Dept.Textile Accessories.Publishing Textile Accessories is one of the main tasks for the National Sci-tech Information Center of Textile Accessories.
1.1 Shaanxi Research Intitute of Textile Accessories
The item application document was present to the National Planning Commision（the latter National Development and Reform Commision）on the 25th Jan.1965,and was approved by the State Scientific and Technological Commission on the 17th Feb. the same year,consequently the research office of textile accessories was so established under the Ministry of Textile Industry.On the 2nd March 1965, the Textile Industry Ministry decided to set up the research office in Xianyang city and authorize Shaanxi Textile Accessories Factory to prepare the project.The aim is to make fall into disuse of the big consumption of quality wood,quality leather for textile accessories production,and the out-of-date production,instead to realize production with plasticization,rubbernization standardization,generalization and automation.In 1969,the Ministry of Textile Industry authorized the Bearu of Shaanxi Light Industry to supervise the research office of the textile accessories.On 13th Apr.1970,the Shaanxi Revolution Commision incorporated the research office of textile accessories into Shaanxi Textile Accessories Factory.On 17th Aug. 1976, the Bearu of Shaanxi Light Industry peeled off the research office of the textile accessories from Shaanxi Textile Accessories Factory and Shaanxi Research Institute of Textile Accessories was so established.
1.2 The National Sci-tech Information Center of Textile Accessories(The National Sci-tech Information Office of Textile Accessories)
On 22nd Aug.1978, the Ministry of Textile Industry approved the establishment of The National Sci-tech Information Office of Textile Accessories (Latter the National Sci-tech Information Center of Textile Accessories) with the document numbered as 81 textile technology (78),which was attached to Shaanxi Research Institute of Textile Accessories.There were six branches of sections which later branches out into 9. The National Sci-tech Information Office of Textile Accessories ran under the planning-oriented economy for the service of the textile industry of China.The task of the office was as follows:①responsible for the information exchange nationawide;②collect and analyze the informaton of textile accessories both at home and abroad for information of the managers and the insterested enterprises.;③publishing Textile Accessories and the related material as reference to the key projects and tech-innovations;④complete the tasks authorized by the administration department regarding informations of textile industry；⑤organization of the national technological seminars; ⑥being concerned with the industry evaluation work; ⑦being involved with the soft tasks by China Textile Information Center; ⑧operation of the China Textile Accessories Info.In the past over30 years, The National Sci-tech Information Center of Textile Accessories has completed 40 information items in 4000,000 chinese characters,in which many items were awarded as “Quality Information Items by the Ministry of Textile Industry”.The information tast was also carried out in forms of seminar,literature anaylsis,publication of documents.Up till now,publication of Textile Accessories has added up to 37 volumes in more than 222 issues.Organization is done of 4 technological seminars named as JINGWEI cup and 7 annual meetings of the Traveller Branch for the promotion of the learning level of the industry.Evaluation is made to 10 exhibitions held by CITME with the report of 30,000 Chinese characters in each session.What is more ,we are also involved with the research report of tech-progress of China textile industry.We have published 24 volumes of literatures such as Manual of Textile Clothings and Collection of Tech-achievements of Textile Accessories as well as 10 volumes of dissertations overseas such as Performance and Manufacturing of Plastic ABS.China Textile Accessories Info is now under good operation with well reputation in the industry.We are aiming to supply service of web operation and journal publication omnidirectionally,consequently a powerful promotion to the technological development of China textile accessories industry.
2 Textile Accessories,the technological journal
2.1 the origin of Textile Accessories
In 1974 when the information and standard group was set up in Shaanxi Research Institute of Textile Accessories,Textile Accessories originated as Textile Accessories Newsletter(in-house use only) in early 1974 in conformity with the spirit of collecting and analyzing the informaton of textile accessories both at home and abroad for information of the managers and the insterested enterprises as well as publishing Textile Accessories and the related material as reference to the key projects and tech-innovations proposed by the Ministry of Textile Accessories.From the 3rd issue of the Textile Accessories Newsletter,it was manually editted and letter press printed with format 16 and pages from 38 to 64.It was published bimonthly for in-house use.It was printed in Zhouzhi county,later in Jingyang county,being editted and published by the National Sci-tech Information Center of Textile Accessories and the research office of textile accessories.
2.2 Development and Progress
From the 6th issue 1976,Textile Accessories Newsletter was printed in Xianyang still with format 16 and 64 pages.Form 1977,it is edited and published by Shaanxi Research Institute of Textile Accessories.The information and the standard group was then upgraded as information research office.Started from 1979,the Textile Accessories Newsletter was renamed as Textile Accessories.In early 1980,the Ministry of Textile Industry asked for the approval of the State Scientific and Technological Commission and the General Administration of Press and publication of the People’s Republic of China,and consequently from the 2nd issue,Textile Accessories became a visaed publication circulated domestically only.From the issue followed,Textile Accessories began to carry on the advertisement business.From Jan.1981,Textile Accessories was entrusted to Xi’an Postal Office for circulation which is subscribed nationawide in the nearest post office with domestic subscription code 52-61.The one-volumn editon of the instant year was published.In Jun. 1985,the Ministry of Textile Industry asked for and got the approval of the State Scientific and Technological Commission and the General Administration of Press and publication of the People’s Republic of China for the circulation of Textile Accessories both tahome and abroad,with national publication code CN61-1131/TS and international publication code ISSN 1001-9634.In 1986,due to the fact that the post office reformed its way charging service fees,Textile Accessories began to circulate itself through its own effort.From 1993,laser image setter and hectograph were employed and contracted with the Northwest Cotton Mill 3 as the fixed press house.And moreover,the editorial departments of both Textile Accessories and Textile Machinery jointly asked ZHANG Ai-ping,the general of PLA to inscribed the Chinese names of Textile Accessories and Textile Machinery.The General’s handwriting is of flexibility and virility as it is now.In 1994,when the reform happened to the Xi’an Postal Office,we entrusted circulation of Textile Accessories to Xi’an Postal Office again with the new domestic subscription code 52-125.On 19th Jun. 2001,the establishment of Textile Accessories Journal Department was authorized.Textile Accessories Journal Department branched out into three sections,say,the editorial department,the advertisement department and the information department,with seperated business accounting for profits and losses.The first director of Textile Accessories Journal Department was SUN Chang-fang,also director of Shaanxi Research Institute of Textile Accessories.
2.3 The Motto of Textile Accessories and the Editing Policy
Textile Accessories was oriented with the motto of service of textile industry and service of textile accessories industry from its origin.Our editorial policy is to report new materials,new processes,new technologies,new products of textile accessories,management of enterprises,industry development,new product development in textile accessories and textile machinery as well as the requirement of textile accessories.The repaorts vary with the publication.
2.4 The Previous Editorial Committees and the Chief Editors
In1979,the first editorial committee of Textile Accessories was established,and FENG Quan-yi, was elected as chief director of the committee,who was also vice dicrector of Shaanxi Research Institute.There were 20 people in the committee,who came respectively form the light industry bearus and textile accessories factories nationwide.In 1986,The second editorial committtee elected Feng Shuang-quan chief director of the committee,who came from textile accessories office of the Ministry of Textile Industry.The committee memebers added up to 24,among whom there several professors from Universities.In 1991,the 3rd committee was formed with SUN Sheng as the chief director of the committee,who was the general manager of the China Textile Accessories Industry Corporation.There were 15 people in the committee.In 1993,the 4th editorial committee was formed with SUN Sheng as chief director of the committee again,the members remaining 13.In 1995,the 5th editorial committee resulted with LING Bao-yin as the honor chiefe director of the committee,who came from China Textile Council,WU Run-kang as chief director the committee,who came from China Textile Council.The memebers of the committee remained still 13.In 2000,the 6th editorial committee was formed with WU Run-kang as chief director of the committee and LING Bao-yin as the supervisor.The members remained 23.In July 2002,the second session of the 6th editorial committee was held and some members were renewed.In July 2005,the 7th editorial committee was formed with ZHU Xian-min as chief director of the committee,the members remaining 35.In Sep.2010,the 8th editorial committee came into being. ZHU Xian-min was again elected chief director of the committee,the members remaining the same as the previous session.

2.5 Technological Achievements
In the past 38 years,the information office of Shaanxi Research Institute has published 222 issues of Textile Accessories(supplements exclusive).From 1993 to 1994,the editorial department of textile Accessories was entrusted by Shaanxi Textile Industry Corporation and Shaanxi Textile Engieering Assn. to be responsible for the publication of the Journal Shaanxi Textiles totalled 8 issues within two years.And more,24 volumes of documents about technologies both at home and abroad were published regarding textile accessories,and 10 copies of the Performance and Fabrication of Plastics ABS both at home and abroad,as well as 97 standard items of the Roving Bobbins for Cotton Textile,and 165 items of standard translation.
2.6 Economic Profts and Social Profits
There were no advertisements business at the beginning,and Textile Accessories ran by appropriating funs of the sponsors.After the authorization of the public circulation,textile Accessories still ran by appropriating funs of the sponsors though there was some money from the subscription of Textile Acceesories.In the 1990’s,there was some improvement of the advertisement business,yet it ould not be enough to support the cost of Textile Accessories and cover the expense of the salary of the staff,most of the balance was the allowance from the sponsors.Up till the early century of 2000’s,the profit reached 200,000 chinese yuan,almost covered the expense all included.in the year 2001,the profit reached 300,000 chinese yuan as desired.From 2001 till now,Textile Accessories has been running smoothly in the market mode with a good prospect.
Since the origin,Textile Accessories has had a lot of reports of information,technologies,new process,new material, and recommended many new products for the enterprises,thus a promotion to the tech-modfication and tech-progress,making China reach 90 % or more of the new textile accessories as self support,a steady progress of export gains proved marked social profit,consequently a due contribution to making varieties of textiles satisfying the social demand and export gains.
2.7 Textile Accessories，a Source for the key Info-organizations and its Evaluations
In 1992 and in 1996,Textile Accessories was apprasied as one the back-bone Chinese Journals.Textile Accessories is the sources with full text of the following medias including ChinaInfo,CAJCED,CJFD,selected data base of China Core Journals、CAJCD,CNKI,http://www.chinaqking.com/,VIP,China Textile, Digest, CEPS Taiwan and souku.com.cn ，also one of the quality journals carrying out the criterion of CAJ-CD.
2.8 The Planning of Textile Accessories,the Brand Iinterosculation with the World
With the efforts of generations in the past 30 years or more,Textile Accessories is now well known in the textile industry.Textile Accessories has seen its progress in editorial,typesetting,printing and book binding.The inside text pages are of mon-colored offset paper with 70g,and the advertisement inserts are of color copperplate with 128g,plain binded.Our future task is to engage with the world popular publications
3 Still Further Progress is needed
Textile Accessories started to march correctly with the leadership of the government policies and the support of the administrations of all the levels in the 21st century.With the concrete efforts by all the staff,we can win our way with confidence in making Textile Accessories a branded product,hence better service the textile industry for the tech-progress promotion .
